White Paper Released

On Tuesday, May 8, 2007 the Paramedic Association of Manitoba presented our White Paper entitled Emergency Medical Services - Manitoba's Quiet Crisis to the leaders of Manitoba's three main political parties. At that time we asked each party to review the document and and also gave them a questionnaire to complete relating to the recommendations contained in the report. Each party was asked to reply in writing to our office no later than Tuesday, May 15th.

EMS Personnel - New Licensing Requirements

 

Highlights of changes in EMS provider licensing includes:

  • Deletion of the Ambulance Operator level;
  • Adoption of new licensing levels: Technician (EMR), Technician-Paramedic (PCP) and Technician-Advanced Paramedic (ACP);
  • Requirement for personnel to apply for and maintain their own license;
  • Ability to challenge provincial licensing exam prior to seeking employment.

As we understand the transition and "grandfathering" process:

  • EMRs will be able to simply apply for licensure at the Technician level;
  • EMTs that have graduated from an accredited PCP or PCP bridging program but have not written the provincial PCP exam can apply for licensure at the Technician-Paramedic level and will be required to participate in an ARML program or write the provincial PCP written examination;
  • EMTs who have not completed a PCP program (full or bridge) but are certified in the "gap areas" as determined by Manitoba Health can apply for licensure at the Technician-Paramedic level and will be required to participate in an ARML program or challenge the provincial PCP practical and written examination;
  • Personnel currently licensed at the EMT II (Intermediate) level can apply for licensure at the Technicain-Paramedic level;
  • Personnel currently licensed at the EMT III (EMT P) level can apply for licensure at the Technicain-Advanced Paramedic level.

New EMS Regulations in Effect April 1, 2006

The amended Emergency Medical Response and Stretcher Transportation Act will be proclaimed effective April 1, 2006. Major changes to the Act include regulation of medical dispatch, medical first response services and stretcher transportation services. In conjunction with this new legislation the corresponding operational Regulations have been revised, resulting in four new Regulations being adopted outlining significant changes to personnel and service licensing requirements.
